What android app has a picture filter like this?

The game uses this filter on like 80% of instagram pictures...shyt always looked dope to me...kind if a cartoony look...what app or filter gives me this effect?

Lol people do use it too much but I like the effect for some of my pictures.

I'm not a hardcore photography guy so it doesn't bother me that its overdone.

its fairly easy to with snapseed. just use the dramatic filter and tune it the way you want @Demonic Jenkins

I tried that but it wasn't as strong.

I did try pic say pro and it seems to have a very similar result with the faux HDR option.
