The android saga was originally published in Shonen Jump almost half a decade before Chrono Trigger even released. H.W was still president when Trunks first popped up in Dragon Ball.

Days of Future Past (post to username correlation notwithstanding) and the Terminator always felt more influential to the Android Saga more than anything. Chrono Trigger is still a GOAT game though.
The Terminator is the most likely inspiration, since I don't know how many manga authors were really into American comicbooks like that.
