Avon knew that Marlo would fukk up the connect because he's not smart enough to handle business like that, at the same time Avon also knew that he could use Marlo to take out Prop Joe from the picture. At the end who had the Greek connect? Slim Charles aka Avon's crew!
This scene is no different than D teaching Bodie how to play chess. One plays the short game and not the long one, which is why some can't and won't win. Chess not checkers: the 100K was just an inconvenience to let Marlo know nothing happens in this game that doesn't benefit Avon. His sister gets some anonymous money, which Avon was trying to pay her in the first place when she wanted to go to the cops after stringer told him he had D jerked. So bam, that's two birds with one stone just right there. Sergei is lined up with both the Greek and Avon so Avon has a direct line to the connect while in jail anyways and he's the buffer so that business stays good in Baltimore even if Marlo messes it all up. he knows if Marlo is willing to drop Joe and Hungry Man, all those bodies before, chase Omar all over the city, etc. that he's probably either going to be sloppy and get caught trying to maintain or get to the top with no alliances to keep him safe when the next Marlo comes around for the crown. Marlo does sell for 10 Million, but Avon still wins the long game because he comes back as the king with Slim Charles who everyone respects, Marlo gets his money so he can take his win and disappear, or cross Avon for making him that money in the end and face the whole old Co Op, who knows he's behind Joes death, and be locked up immediately. Marlo has his King piece cornered. Checkmate. Neither of them necessarily lose, but Avon is the real winner. This game is bigger than your binary outcome bias.
