While conservatives will say it's due to Liberal judges and DAs, I have a theory that the criminal justice system knows that if they locked up every single Criminal they would be out of a job.

So they allow these guys to go in and out of jail to justify their own existence and they justify this decision by saying that these guys are suspects in ongoing investigations
