It’s the down ballot impact.
When Northam came into office, the Dems were two seats shy of a majority in both House and Senate.
2019 election saw them take the majority in both houses. These majorities are passing bills at a huge pace and he has to sign them cause Dems in VA have been working for this since 2013.
Northam is out of office after the 2021 election since you can’t serve consecutive terms as governor in VA. Terry McAullife is going to probably run in 2021 for his old job now that the Dems look to keep the majority and pass a redistricting reform that further defanged the long time GOP gerry mandering.
