I mean no its not cheating. But you might run in an issue where another producer used the same loop, therefore might have the same beat.

just looked it up seems easier i dont see it as cheating but it does kind of get in the way of the creative process for me unless theres a loop I just love. I dont know about yall but when i sample alot of the time the sample i was looking to get usually gets thrown out and i discover a entirely new one in the mix. But whats dope is dope I guess

Some people will believe it so, but others do it all the time. Is it cheating by commercial standards? Nope.
