I figure its about time. The GOAT Ninja to walk the Naruverse.

a small list of his accomplishments

defeated orochimaru in a few seconds. took away his hand so he couldn't do ninjutsu.
-defeated deidara in a few seconds. almost allowed deidara to kill himself
-defeated kurenia, and then kakashi in a couple of seconds. then we learn he never wanted to even hurt them
-defeated most of his clan with his mentor
-prevented a civil war that would eventually entice other villages to join in
-held off akatsuki from directly attacking konohoa while he was still alive. also continued helping konohoa by keeping an eye on this group
-received praise from: kakashi, kisame, danzo, tobi, killerbee, nagato (my memory is blurry), and even dragonbuto
-essentially defeated the main character twice. not many characters can pull this off before they reach final level
-willingly gave away some of his power to two main characters
-defeated orochimaru in a few seconds again with only a couple of seconds of life left
-could have defeated sauske at any time during the fight
-plans ahead. planned on making sauske the hero, making him get MS, and telling him how to obtain EMS. Placed a trap in sauske, and his power to naruto would maybe genjutsu sauske back to the right side
-he is known for his long range mass genjutsu
-kabuto planned on using his eye powers at the right moment. of course it didn't happen
-didn't get "raped" by the 2 jins like everyone thought would happen
-saves the 2 jins, defeats nagato while teaching naruto a bit, and analyzing nagato's abilities
-it takes a big man to own up to his mistakes. tells sauske and naruto that what he did was wrong
-he is also one of the few people that molded naruto's path. he warns him not to do things alone, or else he will end up like madara. he was also speaking from experience, and learns from this............although he did plan on fighting kabuto alone......but he also asked sauske to help him later
-saves kabuto from being killed by 3 shurikens
-then saves sauske from being eaten

It could be argued that he's a snitch who failed at the most important mission he gave himself (keeping sasuke away from the darkside).

He's still top 5-7 but the first, second and Sage of the 6 Paths all have him beat hands down. Minato and a few others are debatable (Madara has a really nice case). Naruto is bound to surpass him too, seeing as he's the title character.

I don’t know why you upped this from so far back but ITACHI IS A LEGEND. The story ends in a dark ass way if not for the foundation he put together. Even in death he helped shape the world.
