Wrong. That second map represents artists that are abnormally popular in that state compared to their national popularity. Jeezy being listed in michigan doesnt mean he is he most popular artist in Michigan (that's Jay Z), it means Jeezy is substantially more popular in Michigan than he is overall nationally. Jay Z, Drake and Macklemore are popular everyhwere so they wouldnt be on that map
This is the previously published map that shows the artists that are listened to proportionally more frequently in a particular state than they are in all of the United States.

The Echo Nest represents Spotify, Vevo and a bunch of others. So basically these are the most played artists by state (zip codes attached to Spotify accounts) for 2013. Not taking into account radio or itunes
