From whitehouse.gov: Government should be transparent. Transparency promotes accountability and provides information for citizens about what their Government is doing. Information maintained by the Federal Government is a national asset. My Administration will take appropriate action, consistent with law and policy, to disclose information rapidly in forms that the public can readily find and use. Executive departments and agencies should harness new technologies to put information about their operations and decisions online and readily available to the public. Executive departments and agencies should also solicit public feedback to identify information of greatest use to the public.

Basically just saying they would be comparatively more transparent than "the past", when in reality, they are just complying with public informations act. :lolbron:

The annual cost of the United States Department of Defense black budget was estimated at $32 billion in 2008[1] but was increased to an estimated $50 billion in 2009.[2] A black budget article detailing how US allocated $52.8 billion in 2012 for the black budget was published in Washington Post.[3] The story got more notability as the source for the detailed information was claimed to be Edward Snowden, an ex NSA whistle blower.

If they were really bout it, they'd be auditing the Fed too.
