Breh this rule is old as hell. shyt the rule was created because Pat Riley and the Lakers in the 80s would always have the best record in the western conference every year by the all star break (Riley ended up coaching the all star game like 7 straight times). So the league was like naw you can't coach the all star game in back to back years.
I tell you man jokers watch sports and don't even know the history of shyt. Man I knew about this rule when I was a little ass kid.
