I'd give them a 6 if we're going across all the given criteria.

Though they should be a 0 for Dynamite Kid being one of the biggest pieces of shyt to ever walk the earth, and Davey Boy Smith allegedly ass-raping his wife.

What in the blue blazes was the Power Clean Dropkick?

They were 10s in the ring. I was a huge mark for them as a kid. Innovative inside the ring. Weak on the mic overall and the era they were in meant a lot of matches against shytty teams. By the time the tag team division really came around Dynamite Kid was already hurt. Their weakness on the mic and lack of memorable feuds made me go with a 9 just because of how awesome they were in the ring.

Gave em a 9... Dynamite's injuries really set them back and moved them to the low end of the division byt he time I was watching. That said, when they were at their peak = one of the best teams around. Their matches with the Foundation and the Dream Team were on 100. Woulda loved to see them at least stick around for another year and have some matches with Arn & Tully or the heel Rougeaus. Great team that, IMO, burnt out too soon.

8. Great tag team made up by two pieces of shyt. The Bulldogs' run was a little bit before my time (I didn't get heavy into rasslin until 1990), but they were on a lot of Coliseum tapes up to that point. They burned very bright and then burned out very quickly. The Bulldogs' story would be sad if they weren't such awful human beings.

As mentioned by another poster, they had the misfortune of being an incredibly gifted team in an era/company of incredibly shytty workers. I'll check out some of the Japanese links that @mrken12 dropped.
