If you're trying to lose weight then the most important thing is diet. You need to stop eating so much fast food and junk food. You need to consume fewer calories, consume less saturated fat, less sodium, but more protein and fiber.

As for your workout, a lot of things will work so long as you're actually working. What I mean is you're actually pushing yourself and not dikking around like most people in the gym. Just stay consistent with it and this combined with the cleaner eating habits will drop that body fat.

Thats the other thing... ur not gonna get stronger while u lose weight. But you are at a point where you can cut down FAST, and then get to putting on muscle right away. You are at a good spot, just gotta do it right. Diet the fat off as much as possible, and then bulk + lift responsibly

Yes you can, keep in mind he'll be losing a lot of fat. If he stuck with squats and deadlifts in the 3-4 rep range and lifted as heavy as he could while losing weight, he'd get stronger. This is what some of us did in the off season for track. We did Olympic and compound lifts, and our 1 rep max went up, while we were losing weight from the track workouts and eating healthier.

I would think he could stronger but not more muscular if that makes sense.
