Yeah everyone inflates it. Back when I worked in college athletics and had to enter attendance figures in the stats I would always count dogs as two because that's 4 legs and two people = 4 legs

But WWE's inflation is egregious. They count the capacity of empty luxury suites, for example. And 8K inflation for Summerslam is on the low end of their inflation, at least for PLEs.
