Don't think anything is super shocking here but it shows particularly how migration has shifted in DMV and ATL. Charles outdoing PG is well-known but back in the day (up to almost 2000 I believe) DeKalb County, GA was #2 but is now #10 particularly after growth/migration to other counties in the ATL.
I used 40% as the lower bound since a lot of these counties are on the border of 50% or have been strongly trending higher so I think they are representative of places where Black folks are largest ethnic group in the county once everyone is taken into account.
