They gave main event level guys like Okada and Ospreay belts because they had no meaningful creative for them, in doing so they totally ruined any sense of a hierarchy and identity of their mid-card titles while also pulling Ospreay and Okada down to mid-card level (temporarily)
I don't discredit that. I'm just saying since Takeshyta got it it's disappeared
