Why can't the third brand also be developmental?
Beating a rebuilding team isn't the same as beating the Chiefs.
I mean its a weird catch 22. NXT had a legit roster of hungry Indie dudes, going against a new promotion with a mixture of seasoned and indie dudes. Both were booked with workrate in mind, but one was brand new in the game going against a outdated machine.
On the real, the whole thing was stupid then and now. Vince thinking that the "competition" was a threat enough to throw NXT on a timeframe as Dynamite, instead of focusing on his own territory.

NXT was already on Wednesday nights before AEWobviously Vince was more than happy to go head to head with AEW but that was already that night and he'd be foolish to not put NXT on USA and give them a national TV exposure instead of just keeping it on the WWE Network
I swear NXT was on Tuesday. Brain foggy as hell with so much going on in the wrasslin world. Both brands were goofy as hell regardless, because NXT was on a crazy decline with UE being played the hell out, Lee moving onto Raw, and Covid eventually crushing the buildings. I wonder if the pandemic never happened, what would have been the case for both promotions going head to head. Would it continue, or have the same fate of Vince going on a war path with the deavors.
COVID definitely caused a ton of the cuts because they wanted to present good financials to the shareholders and cutting millions of salary was an easy way to do it.
NXT needed a shake-up regardless because the indies were getting tapped out and they stopped developing characters the same after Dusty died tbh
NXT 2.0 was probably the last smart move Vince made for WWE when its all said and done
