Hmm..questionable...harlem heat were booked as a legit tag team. Although he jobbed to HHH and rock he was a main eventer right away in WWE, and king booker was him making something AVERAGE gold. He DID however, always make the best out of his opportunities for sure.

Owen hart was given like...literally ZERO storyline at points in his career and always drew heat or got a pop. The pop he got at royal rumble when he was attacked by jeff jarrett (i think his first wwf appearance ever as NWA champ) and then beat him down was MONSTROUS. And the blue blazer was over as hell... OWEN made gold out of garbage like 3-4 times.
