The Pokémon Company determines that stuff. It was created to manage Pokémon. It isn't entirely Nintendo's IP they have some ownership of Pokémon but they don't fully own it themselves.

The most appalling thing is that when the Switch came out we knew the hardcore was underwhelming, but games like BOTW, Mario Odyssey, XC 2, and Three Houses were all phenomenal games.

But then GameFreak gives us Sword and Shield . Such low quality.

Hell even the Yoshi and Kirby games had more going for it and that is kind of sad.
