He’d have too many contingency plans in place to expose powerful people if anything ever happened to him.
It was a staged staging of a staged suicide. With what he knew everyone knows that he wouldn’t have committed that. And they have the ability to stage a more believable suicide if they had to.

It doesn't really matter whether he was murdered, or simply allowed to commit suicide. At the end of the day, the government allowed him to die and take his secrets with him, whether his death was by his own hand or someone else's isn't paramount.
