I've heard a Story of Vince being Pissed at RVD for refusing to go to Iraq. If there's any Truth to that, maybe that's why he wasn't Champ due to Vince holding Grudges and being known for it unless he saw Big Bucks behind it.

That was after his hot 2001-02 run. I always found it ironic that RVD was in the main event of Survivor Series 02 (in which he injured HHH) and the next PPV he wasn't on the PPV card and was instead relegated to a guest spot at the WWE NY restaurant which was about to go belly under. Things that make you go hmmmm.
