The UNIA was an "Imperialistic" Provisional African Government in Exile. When I say "imperialistic", I mean that the organization had aims that were similar to Great Britain. That is that they sought to retake the continent of Africa from European Rule and make Africa a Super Power. This concept did not start with Marcus Garvey. It had a strong record in the United States among Blacks for at least three decades before Garvey arrived in the United States. The UNIA was a Provisional Government because they sought a land base in Africa to set up a government. To be a provisional government one would simply need an existing government's approval. The UNIA got that from Liberia. The nation of Tibet is a provisional government and are set up in India seeking to reclaim what the Chinese have taken from them. In other words they are real nationals.
