If Mourinho thinks his team needs improvement and he thinks that Liverpool have improved their team, that's the only thing that matters really. The money is obviously there, but the board isn't buying the players Mourinho wants and aren't strengthening the positions he feels are weakest. Similar to how Abramovich brought Shevchenko to Chelsea and Mourinho didn't even want a new striker.
The reason is that United's owners are in it for profit, they don't care about trophies. Mourinho is like Wenger to them, as long as he keeps getting CL football and the money from that they don't care about anything else.

Everyone knows the Glazers are in it for profit, this isn't new. But they also know that they will make more if the team is successful and tbh, the longest stretch of not winning is only 2 seasons without a trophy under their ownership.
