I disagree. The clubs that got heavy investment in the 80s and 90s(yes you too Arsenal, we all know what Fiszmans cash injection would be in today's money) should be the only ones allowed to invest in their team without consequence, everyone else has to build up their team and sell their best players every three years to satisfy PSR rules. This is the only financially fair way to do things

Also a club should be allowed to be almost 1 billion in debt and have no sanctions against them, because why should they? If you are big enough to have creditors be comfortable with you owing that much, you must be massive and be able to do what you want, including having a leaky roof in your stadium.
