Yes because Gallagher is a better presser and is more of a CM can play in a 2 and 3 than Maddison is.
Also Waistcoat doesn't trust Maddison and this goes back to the u21 days and the Casino incident proved him right about not trusting Madders.
With that said where is Maddison going to play? because we all know Waistcoat favours Mount in the most attacking midfield role regardless if its the 433 4231 3421.

5 RB's with Stones and White able to play there also and no natural LB but 3 left footed attackers.
He might have a hard time to keep his NT spot for the WC if he goes to Chelsea this summer with the competition there

What's left of Chelsea's midfield after this summer? I feel like he should get opportunities to play. Maybe not first choice but I can see him being a regular sub.

Chelsea need defenders first off. So you expect them to spend 120m+ in that department. 2 CB's and cover for both FBs.
The real question is. Is Gallagher going to start enough games between the start of the season till end of October to make the World Cup squad. Probably not.
Also Chelsea need to fix their attack.
Gallagher best bet is Tuchel bins the 343 and goes 433.
