It's the law I guess but it's an awful decision.
The interpretation boils down to player interference. And the law has examples like if he actively blocks the view, if he challenges for the ball etc. I think the referees just thought Mbappe was offside but he was not close enough to interfere with Garcia (I mean it how the rule means it) so when Garcia touched the ball, it nullified the offside call.
