Newcastle are probably a good 2-3 seasons away. Depending on the structure of the club and the philosophy/model they want to go in could be 3-5 years. Newcastle isn't a quick fix. The whole club needs to be overhauled. If they are smart they will look at the RB/Citeh model look to target younger 21-25 players with potential and growth. That's what you spend big money on not on 28-30 players entering their decline.

Chelsea will be fine. Liverpool got an issue once Klopp goes in 2024 does Gerrard come in or does he get more experience elsewhere first. Citeh Pep leaves in 2023 but the Citeh people know what they are doing. Theyve won titles with 3 different coaches and probably Luis Enrique or Arteta (depending if he's unemployed) are who they have pencilled in to take over. And highly doubt Pep and Klopp will ever comeback to coach in the Prem once they leave.

With that said. I don't know if players are really ready for the goldfish bowl of Newcastle. Apart from as stag/hen do weekend there isn't much else besides the football.

The GBE will operate a points-based system, where points are scored for senior and talented young players based on:
• Senior and youth international appearances
• Quality of the selling club, based on the league they are in, league position and progression in continental competition
• Club appearances, based on domestic league and continental competition minutes

Buying from France Germany Portugal Spain Holland or Belgium shouldn't be that much of a problem. And you can always buy within England.
