This is why the tournament used to be 12 teams with 2 invites. There's not that much quality after top 8, top 10 teams. They started getting rid of the invites and it didn't look too bad with 12 concacaf teams, but with this expansion to 16, the lack of quality is apparent. B-level teams like Canada and Haiti look like monsters out there.

I'm saying, just combine Copa America with the Gold Cup. Keep it at 16 teams and call it a day.
