Doc has already said the goal is to get them both, so this isn't a backup plan. Avery Bradley might be out until December recovering from shoulder surgery, they see Terry as a Backup PG/SG they all gonna get minutes.

Celtics are slowly putting together an A+ off-season. If they manage to re-sign Bass, Allen and the rest of the crew now, and add someone like Camby with the bi-annual exception they could come into the season looking like this:
