There is a BIG difference between the sound that comes when you're cueing the record vs intentional scratching as a musical/percussive addition. What Flash is making claims to is what all Djs knew of even in the Disco world: Cueing the record produced a scratching sound!
raheim thinks flash invented scratching because he heard the cueing noise of a record when Flash was back-spinning.
The same sound that Pete Dj Jones (the man who taught Flash disco djing) describes here that disco djs been knew about
Grandwizard Theodore did intentional scratching as a percussive addition as described here

HipHop djing didn't really become its own thing until hiphop djs made the turntables into a percussive instrument via Scratching. This actually first started with Kool D's brother, Tyrone The Mixologist!

He took out Flash with it; this why we know Flash didn't invent intentional scratching as a musical/percussive addition! When Flash was doing the quick mix, Theodore was hitting him with percussive scratching and Flash even admitted to this!
