I think that the general worry was they didn't want to hire someone who could bail and leave UT in a bad position again soon.
On top of that, it's too easy to recruit against Petrino at a big school right now. Any coach with a brain between his ears would tell a parent "You really wanna send your son to learn from THAT guy and his ethics/morals? "
I think another interesting tidbit from all of this was that UT was close to bringing in RichRod, but held out because "they didn't want to do what Kiffin had done to Tennessee."
I wouldn't have been happy with Rich Rod anyway.

The Vols also had some interest in Arizona coach Rich Rodriguez, but ultimately Tennessee brass didn't feel right about making that move. The Lane Kiffin departure still stings and a source close to the Vols search says UT didn't want to do to someone else what it had done to them.
