She is defeated like that dude on here who always leads with how "ugly" he is. From my perspective, looking at her closely, most of her unattractiveness comes from her voice, which sounds like she has smoked Blackandmilds since she was a teenager, her hair style, and her tattoos.

She could make herself presentable, and even I dare say cute, if she was willing to put the effort in. Unfortunately for her, she is mentally defeated and so does not even try. Simply put, she is mainly ugly because she subconsciously makes herself ugly. A change in attitude and effort would reverse her appearance, but she has to first believe that she can look better than she presently does.
