I think the plan has always been Drew vs. Roman, but they really leaned into WM being in Hollywood & Rock showing up without dispelling the rumor. So I would think Drew is winning the Rumble. If not Drew, then Lashley will win it or be champion by Wrestlemania again.
if he wanted to come back, The Rock wouldnt need the rumble win to challenge Roman...just pop up during one of those Tribal Chief segments and issue the challenge

The match goes on, and you get the typical bullshyt pointing at the WrestleMania sign, but when the supposed winner steps out of the ring the bell sound starts to sound to confusion of the crowd and the crowned winner. Cue to the big screen with the Rock showing up in Miami drinking some of his Teremana Tequila, and tells him that even though he lost by forfeiting, they get a year supply of Teremana on the house; shipping and handling free, no boots to asses needed.
