You seem to be taking Semper's comments out of context. He expanded on his ideas for using Detroit as Cyborg's home base in an interview with Newsarama:

Nrama: You said something in the press conference that was really interesting, and touched on something that Cyborg is a really unique character to explore. You said he’s a guy who’s been to outer space, he’s worked with the Justice League, he’s stood toe to toe with Gods. But he’s also a black man living in Detroit.

Semper: He faces his greatest danger, which is being a black man living in Detroit. Justice League was once set in Detroit, he’s working out of S.T.A.R. Labs in Detroit, but no one has ever made the city a part of the saga. Detroit is a very unique city; it’s got a wonderful history, it’s got music, it’s got all kind of great things. It’s got a large black population, and here we’re telling the story of a black man in Detroit.

It’s also a city that’s in a great deal of distress, so there will be a lot of stories that will emanate from that. And in a way, Detroit will be a part of Cyborg’s identity, like Batman in Gotham, and Superman in Metropolis. We’re gonna make Cyborg a big part of Detroit.

Why are they even doing a Cyborg movie? They should establish their heavy hitters first and once fans have bought into the brand you can drop the B list characters. They need to introduce Robin and Aqualad somehow so they can do a Teen Titans/Young Justice movie with Cyborg as the mentor.

If I were in charge of Cyborg, this is how I'd write him.

I think there's some interesting themes to explore. I think a character like Cyborg could work, I just don't think any of the DC writing staff have the talent or vision to pull it off. I think he has potential to be a lot more interesting/powerful than he is, I just don't like the way he's handled in the DC universe. I think they should focus more on him as an evolving figure with limitless and ever-adapting powers, and less on trying to make him fit into their standard black guy narrative. The idea of a character who's constantly evolving is interesting. I see a potential that isn't being tapped into because DC is all about BatGod & SuperGod.

I'd like to see a story where Cyborg becomes a god, something above humanity and machine altogether kinda like Amazo and Manhattan were in JLU and Watchman. I'd write him as THAT. If If I had the chance to write him, I'd have him as kinda omnipotent. The more powerful he grows, the less humanity he retains sort of thing. I'd write him as a kind of an Ubermensch presiding over artificial intelligence. A literal God of A.I.

The first third of the book would revolve around Victor Stone the man, the middle would be about his struggles in his identity as Cyborg , and the later half of the book would be Cyborg entering full god mode. (Cyborg creating artificial planet systems , besting superman, becoming a god, making biological heroes obsolete, that kind of thing). Additionally, I'd give him the ability to change his appearance at will, He'd have the option to be more synthetic humanoid or android, kinda like a tech shapeshifter)

I'd also give him a love interest, and make him less of a football bro-scout and more a complex, cerebral type of character with plenty of moral problems, despite being above his own skin.

Cyborg. God Machine.

I think Semper plans on touching on those themes a bit. At least from this portion of the same Newsarama interview:

Nrama: During the Rebirth press conference, you brought up the philosophy of the “Singularity,” the idea that one day humanity and technology will coalesce. You’re turning that into the question, “Where does the soul of the man end, and the soul of the machine begin?”. How do you explore that dichotomy not just physically, but how does Cyborg internalize that?

Semper: He’s got one very big question, which is, is he still human? And that is a fear. I think that the fact that he has a major fear that he might not be human is kind of what defines him and defines the problem. So he’s going to go on a bit of a “soul quest,” if I can use an old, hackneyed, ‘70’s, hippy-dippy term. He’s going to try and find himself. And I think that’s going to be an interesting journey for him. I don’t think he’s gone on that journey before. And of course, that’s just a foundation for battling with villains and saving the city, and maybe occasionally saving the planet. That’s all still going to go on, so his place in that is going to remain the same, but we’re going to get to know him better and like him more.
