It's Saturday and I'm too lazy to type my full thoughts out but it seems the WHC has become the upper-midcard title that is used as a stepping stone to the WWE title. Intercontinental and Brand specific championship thrown in the bushes

It pretty much is. It hasn't really been held as the top title ever since King Booker lost it. He was beating John Cena down as the WHC when Cena was the WWE champion. That's the last time I remember them booking that title over the WWE title.

The most current people to hold it are Sheamus, D Bry, Mark Henry, and Christian. All who were upper midcard status at the time and not really considered main guys. At this point it's been booked as a step below the WWE title no matter who holds it. Kind of like how WCW used the United States title too.
Even CM Punk and Jeff Hardy were maineventing when they were fighting over it.
Sheamus is probably the most irrelevant world champion since it's inception.
when the belt was on RAW it was actually the main title, WWE title was #2 when it was Smackdown

Pretty much, actually both the WHC and the WWE title are treated as being less important than feuding with Cena or challenging Taker's streak, IMO.
