MKUltra. If he was trained to infiltrate, he was not trained to be a puppet dictator for the US. Burning the herb severs Wakanda from it's past -- including him -- allowing the CIA's true Manchurian Candidate to step in.

Didn't think of that angle -- but what if Uncle James was? His near relief at dying would make sense. He put up damn near no struggle -- and Wakanda's warriors ain't no slouches.
