Kamiya is only a supervisor for Astral Chain. The Nier guy is helming Astral Chain. He's also only supervising Bayonetta 3. He's let the younger developers take over since they did a great job on Bayonetta 2. That means Kamiya is freed up a bit for something else.That's a rumor started by some random guy on twitter.

Why would Nintendo buy the IP off Microsoft and NOT have Kamiya/Platinum make it? It doesn't make sense.

I had been wondering what game he is actually directing for awhile now since they hinted at it not being Bayonetta. Maybe this is it. At least he can limit Scalebound to 720p and free up resources since the Xbox One version never officially released to be compared against Switch.
Scalebound graphics ain't no different from Warframe which also has huge boss battles, AI companions and flight, combos, melee, gunplay' and 'magic'. Warframe on Switch looks fukking phenomenal. So does Bayonetta 2. All Kamiya has to do is reach the same standard.The game looked graphically amazing on the xbox one (aside with the studder/framerate issues). They would have to significantly downgrade the graphics for it to work on the Switch, and if they do it will get an overwhelmingly negative reaction from the public. It would be like showing a realistic Zelda but then releasing Wind Waker on the gamecube. The only realistic scenario I see is if this becomes a launch title for the iterative upgrade for the Switch (which would inevitably have more powerful hardware and wouldn't be as big of a downgrade from the xbox).
