It makes sense in retrospect. It was a one off feud. Cant build much momentum for a guy with such limited dates to give. I wouldnt expect a Brock win at all this run.

booking 101, easily says you could build incredible heat on lesnar with limited dates.
ho kogun's whole entire draw.
ho kogun as a champion or ex-champion draw was built on not showing up for weeks at a time, as a face.
same could have been done to a more positive effect draw and storyline wise, for lesnar.
lesnar as a heel works wonders booking-wise withbhis limited schedule.

Lesnar won for real they can have Cena,Trips,Taker and whoever else go over but this dude stole 5 mill from Vince to do nothing. WWE stupid for having him lose his first match back especially the lame way he lost. If Lesnar loses tomorrow why should give a shyt about what Lesnar does from here on out?
