I personally feel that the couple should decide everything about the wedding and reception especially if they are paying for it, I could somewhat understand if parents are putting in on it that the groom/bride might want to give them some say, but very little at that

My boy is going through hell, because his fiance mother is trying to dictate where and when and who is invited for their wedding they are planning

Hmm, well the couple can decide whether they want a large, medium, or small wedding. Then, with that in mind, you have a max number of invites that can be sent. Usually, you split it 50/50. 50% groom's family, friends and relatives and 50% are for bride's family, friends and relatives. This way, the bride can let her mother decide who gets an invite, but only for the 50% of the total invites.
