even at the beginning of ROTJ, the dude in charge of overseeing the construction of the second death star receives death threats for not getting the job done fast enough.

perhaps vader and the emperor are the ones that feed the governors, and it is them the soldiers are loyal to? that might make more sense.

The rebels had just won their very first victory against the empire at the beginning of A New Hope.

That means they'd been getting their asses kicked for 19 years.

Why would any imperial join the rebellion at this point?

Not to mention the rebel soldiers were probably getting paid peanuts, if at all.
