Multiple Senate sources have confirmed to CNSNews.com that senators received the bill at approximately 1:36 AM on Jan. 1, 2013 – a mere three minutes before they voted to approve it at 1:39 AM.

lol@you actually thinking Congress ever reads bills in their entirety. That's not how Congress works. They come up with the basic outline of it and vote on it. Most of what's in the bill is just technical language covering legal bases.
