The company has a publicist that finds appearances and such, obviously, but I believe talent has certain leeway to make requests if there is somewhere they want to go. Like when Woods goes to Evo or E3 for UUDD, he probably has to let the company know if he intends to do any media.
Cena said he had to be cleared to be on "Talk is Jericho," so I would assume everyone does when doing interviews.
