Sad stuff. The article points to 2020. We all know that the murder of George Floyd and the protests that followed put a global spotlight on the way AAs have been mistreated in this country.
With that attention came a flood of private donations and govt. programs to address the problems. Unfortunately, some people are snakes and saw it as a windfall, and a come up, instead of chance to help more people.
Have seen this occur in the "aid industry" to foreign countries. Not surprised of instances of it happening here.

The "$60 million earmarked annually permanently" led these snakes to think that they could get away with stealing and nobody would care. Gotdamned clowns.
