Its because Trump didnt want to be president. When he won it was said he just sat there staring at the screen, he was probably thinking "Oh, shyt what have i got myself into". He just wanted to boost his profile so he can make more money and get more famous. So after he won he didnt just decide to cut out all the shyt he wanted to do from the jump, his dumb ass thought he could get away with it.
The perfect scenario for Trump was to lose the election and then claim everything was rigged for Crooked Hillary. Thats exactly what he wanted.
