other potential possibilities.
1. the target is someone who worked with the judge who recused himself (either at jones day, or maybe he hired him [or vice versa] at some point in the past
2. maybe the judge is just very careful and not as committed of an ideologue as trump and co., hoped. for instance there are a lot of people who work with the administration not because they like trump personally - they might hate his guts. but they see him as someone that will implement their policies w/o challenge
3. DON MCGAHN is my guess - he worked at jones day
