My theory and also the one that involves the most fukkery:
1) Trump told Flynn to discuss the sanctions
2) Trump told Flynn to keep it between them.
3) Flynn tells Pence he didn't discuss sanctions.
4) Pence finds out Flynn lied soon after via DOJ who found out from IC? They decide to keep quiet.
5) 9 sources tell WP Flynn lied.
6) DOJ confirms they told WH.
7) WH throws Flynn under the bus.
