It's almost like Manafort knew they were closing in on him before he joined the campaign and somehow convinced Trump to join for sole purpose of having Trump behind him in the event a pardon would be necessary in his future.

Because by resorting to a public defender, he shows to the courts he was unaware of being a subject or co-conspirator, however, as Manafort's right hand man, it's more than likely he did find out. But to give the perception he didn't know, it provides a cover to what he could have done to cover up the crimes following being made aware (by Manafort).
