Fake journalist Vlad should have watched the full segment of the speech that the quote was taken from.
He tried to bait DL Hughley into making a comment about the (incomplete) quote.

The Minister baited and trolled Vlad, and anybody else who attempted to pull quotes from the speech as a gotcha. "Skillful deceiver" tag he put on Alan Dershowitz applies to Vlad here also. He fell for the okey dokey.
