This is the game, it's really not about other countries. The defense industry has manufacturing facilities across the country. When we hear about Israel getting billions of dollars, it's really billions worth of purchases from contractors. Those contractors are usually in the states congress members govern. In other words, the money is actually staying here in the US but only going to select companies who more than likely have massive tax breaks. Meanwhile, we hear stories of it going overseas which isn't always true.
