The whole thing happened because MOVE members had two loud speakers outside their row home blasting demands day and night about the release of MOVE members that had been incarcerated. This went on for 3 years with there neighbors complaining the entire time to the mayor and other city and state politicans.

Neighbors were middle class African Americans.
After complaining to the governor the mayor finally got a "plan" together so they could get the MOVE members out of the home. Plan went bad.
500 cops on scene. "Gun fight" broke out. 10,000 rounds were fired in 90 minutes at the MOVE home. Then the mayor who was Phillys 1st African American mayor authorized a plan to drop a 2 pound bomb composed of Tovex and C-4. The bomb caused a fire to breakout and police commissioner and fire commissioner made a plan to use the fire as a way to get the MOVE members to come out of the home. They let the fire burn for an hour but by that time it was out of control and the fire department couldn't contain it and it ended up burning down 51 houses on the block.

In the aftermath 11 MOVE members were killed. 6 adults and 5 children. Only 2 members survived but were badly burned( John Africa's sister Ramona Africa and a teenager ).
