REALITY CHECK: How does President Obama justify a kill list?

So this journalist from my city has been doing these segments called Reality Check for a while now. His name is Ben Swann. And he is absolutely fantastic. He interviewed Romney and Ryan last week about the Maine delegates. This week he talks to Obama about the kill list he allowed that had the names of 2 American citizens on it(who are now dead). First lets stop acting like these were some americans who were touring some country, they were terrorist and they deserved to die. They would of been killed anyway irregardless of who the president was, at least with obama he has direct control and responsibility over who gets killed. He is not relegating it to some one else, that shows principles.
